ICE Raids Bakery, Charges Employer

In a significant enforcement action, U.S. Immigration and Customs Enforcement (ICE) agents conducted a raid on Abby’s Bakery in Los Fresnos, Texas, on February 12, 2025. The operation led to the arrest of the bakery’s owners, Leonardo Baez and Nora Alicia Avila-Guel, who now face federal charges of harboring undocumented immigrants.

The investigation into Abby’s Bakery commenced in December 2024, following an anonymous tip alleging that the establishment was employing and sheltering undocumented workers without proper compensation. Acting on this information, ICE’s Homeland Security Investigations (HSI) initiated a “worksite enforcement action” at the bakery. During the operation, agents apprehended eight individuals lacking legal authorization to work in the United States. Notably, six of these workers possessed temporary visas that did not permit employment. These individuals were reportedly housed in a modest apartment adjacent to the bakery, featuring six beds, two bathrooms, no kitchen facilities, and windows obscured with cardboard. Subsequent to the raid, the workers were deported to Mexico.

During a preliminary hearing, Special Agent Dillon Duke of HSI testified that Baez and Avila-Guel admitted to knowingly employing individuals without proper work authorization. The couple allegedly acknowledged, “they knew this would happen one day.” Both have been charged with “bringing in and harboring aliens and aiding and abetting the harboring of aliens.” U.S. Magistrate Judge Karen L. Betancourt determined there was probable cause for the charges and set bond at $100,000 each, with a $15,000 cash deposit.

This incident underscores a broader trend of intensified immigration enforcement actions targeting not only undocumented workers but also employers who engage in illegal hiring practices. While prosecutions of business owners for employing undocumented individuals have been relatively uncommon, this case may signal a shift towards stricter enforcement policies. The outcome of this case could have significant ramifications for business owners and undocumented workers across the nation, potentially influencing employment practices and immigration policies in the future.
